Use [Q] and basic attacks to contest lane. If Galio closes in using (E), knock him back using [W]. Although (E) does deal a lot of damage, he has no follow up damage so chase after him. Use [Q], [E], and basic attacks to deal damage when he is retreating. Be careful of being killed by his (Q) when you are low on health.
